I just had the same problem. Bastok in 1st, San d'Orian Citizen. No one in the zone would help me check (though I said it was to fix wiki, they're quick to use but won't help to correct it! /endrant). Anyways, friend's mule as bastok citizen could purchase it. Bastok in first, citizen. Definitely not when in third, possibly when in second unsure.--Annalise (talk) 21:14, November 15, 2012 (UTC)
